Mabel (May) Leonard, Executive Vice President & Chief Operations Officer, oversees the organization’s operational infrastructure, quality improvement programs, review services, and internal systems. She works closely with leadership to ensure strategic, operational, and financial alignment while supporting innovation, performance excellence, and organizational growth.

Ms. Leonard is a strategic healthcare operations executive with extensive experience in quality improvement, managed care, compliance monitoring, and healthcare operations. She provides executive leadership across multiple departments and brings expertise in project management, Lean Six Sigma methodologies, Medicaid and Medicare operations, performance improvement, and contract execution. Her leadership has contributed to operational efficiencies, program excellence, and improved outcomes for clients and stakeholders.Ms. Leonard holds a Master of Science in Business Administration from Madonna University and a Bachelor of Science in Nursing from Mercy College of Detroit. She is also a Certified Professional in Healthcare Quality.
